Following the Dispute Conference before Deputy President Bloomfield
HPIBB resolves the following :
- A face to face meeting to be arranged between the WLET and HPIBB next week. The interdisciplinary process will be discussed. This will include the process to answer specific questions raised by WLET on interpretation issues.
- Queensland Health commits to finalizing the outcomes of evaluations for phase 2 by June 30 and to provide sufficient resources to enable the completion of the evaluations by that date.
- In order for the evaluations to be completed by that date, the interdisciplinary review for HP 8 will commence by 27 April 2009, notwithstanding that some discipline may have not completed their evaluations.
- Interdisciplinary review for all other levels to commence by 5 May 2009.
- HPIBB notes the personal comments of Deputy President Bloomfield. However we reject the need for any additional audit regime. We note the difference between this reclassification exercise and exercises in other workplaces, in particular apart from EIAs the proposed work level was an outcome of a joint management/ workforce consultation. Additionally in the Work Level Evaluation Panels were trained expert evaluators from SSP, as such there were two in-built checks and balances to eliminate any “ambit” reclassifications proposals that may occur in other reclassification exercises.
- HPIBB notes the danger in attempting to interpret raw data of discipline outcomes as in the case of the Deputy President’s personal comments and observations. Therefore HPIBB shall be provided with data sets as described in the Deputy President’s recommendation, on the following proviso that the data shall show full time equivalents not position/head counts and those FTE should be matched against evaluated outcomes. Furthermore that each data set should only be provided to HPIBB when the evaluation panel has signed off the data set.
