HP Update - Phase 2 Evaluations Process
HP Phase 2 process continues - we are in the interdisciplinary stage still. As well as managing this process QPSU delegates will attend an HPIBB (Health Practitioners Interest Based Bargaining group) meeting scheduled for next week as part of the oversight role of the evaluation process.
At the last meeting of the HPIBB, unions raised concerns about the WLET (Work Level Evaluation Team) utilising a principle ('One up rule') which we believed was outside the previously agreed methodology.
Essentially, this principle that the WLET were using suggests management stream HPs cannot report to someone in the HP stream at the same level which was a core principle of the new HP structure.
To try and resolve this issue we sought the assistance of the Queensland Industrial Relations Commission (QIRC).
A lengthy conference before Deputy President Bloomfield resulted in plans being made for the Oversight Group (OSG) to address the next meeting of the WLET to ensure they are informed about this matter.
Additionally, Queensland Health is considering the views that Unions expressed during the conference.
These matters will be discussed at a further report back before the QIRC on 25 September 2009.
